New ANSI N13 standard on characterization is underway! The Workgroup for N13.59, "Characterization of Land Areas and Structures in Support of Decommissioning" is currently being formed. This proposed standard on characterization would provide the technical approach for designing a characterization survey for a specific objective, starting with Data Quality Objectives. The primary objectives considered would be the minimum characterization data needed to plan for a final status survey, especially considering the balance between a sufficient level of characterization for decommissioning planning purposes and realizing that remediation in these areas will render those characterization data obsolete. That is, remediation in certain areas would alter the data needed to feed into the final status survey—so one need to consider possible flow diagram approach to the characterization design.
